I get the above error when trying to open the ME2 PCCs BIOG_HMF_ARM_CTH_R.PCC and BIOG_HMM_ARM_CTH_R.PCC. I have used the ME2 explorer under other engines in the ME3 explorer V2 and the Package editor in ME3 explorer V3 with the same results. Both of the PCCs are quite large 200+ gigs. Any suggestions? Thank you.

ME3Explorer won't be able to handle 200+gig size files. It is a 32bit application so has limitations on memory.
ME2 in total is about 16gb iirc so it looks like something is very wrong with those files.

Even 200MB is a very, very large PCC. The largest ME2 PCC is 60MB and you're talking about something that's about 4x that. Considering there are fewer than 900 objects in the HMF version, that can only mean you've made a huge amount of texture edits to those files. I'm guessing 4K or 8K textures. I don't know how much knowledge we have about the upper limits of file size as far as the game or toolset goes, but the toolset at least slows down significantly with file size/object amount. Will the game run them?
Also, keep in mind that even if you patch ME2 with LAA it can still only use a maximum of 4GB of RAM. And, the game will become more unstable as you approach the limit. There's no reason to install a bunch of 4K or even 8K textures into a 10 year old game using a 15 year old engine. Stick to 2K as a max, and use 1K/512 when it makes sense (i.e., eyeballs do not need 2K textures).

I see the problem. Should of made the edit before I installed ALOT. What i'm trying to do is replace Miranda's cerberus uniform (the white one) with the cerberus science suit and replace Jacob's spandex with an armor. I was going to do a Hex edit but maybe there is a different way. Any suggestions?

I'm confused. You're trying to mod the BIOG_HMF/M_ARM_CTH_R.PCCs, and yet you are trying to replace Miranda/Jacob's outfits?
Two things:
1. Despite Miri and Jacob's textures being housed in the BIOG_HMF/M_ARM_CTH_R.PCCs (among other places), I highly doubt the game ever loads them from that location. Most of the time, they will be loaded from their BioH files. Then, during the ending from the "end" files, and during the prologue from the "pro" files, and during the romance scene from those files.
2. We cannot clone skeletal meshes across files for ME2. There's binary data in skeletal meshes that needs adjustments for the name list when you move data across files (all 200 bones names, possibly 2x... I think). You can clone within the same file, only. So, unless the armor you want to use is already in their files (which I doubt), you are out of luck. There is reason why you don't see any mesh replacement mods on Nexus for ME2.
