I got to work! On a tangent, could I use the information you outlined here to alter the blue tint of Liara's me1 skintone? ottemis is correct. Liara's skintone in ME3 is controlled by her texture. At least primarily. If you compare her face textures for ME1, ME2 LotSB, and ME3, you'll see a very clear difference. BW *may* also use a skintone vector to increase the amount of blue, but the texture itself will control most of her facial appearance. Non-squadmate NPCs don't have facial textures created specifically for them. Instead, they use the general ones available in the CC and then BW tweaks their appearance with a large variety of properties.

In ME1, if you open her texture in a photo editing program, you can see it's grey with blue tinted on. I'm not talking about her me3 appearance. In package editor, I changed the vector properties in her henchman file and managed to change the tint of Liara's actor on missions. Still blue on the Normandy, though.
