In Mass Effect 1 some enemies have very strong powers like overload, sabotage, damping, throw, singularity etc, but in Mass Effect 2 biotics use just warp and engineers use incinerate in most of the cases. Cerberus engineers in ME3 doesn't have any offensive powers aside turret. So I for a long time was curious about possibility of adding new abilities to the enemies.
It seems in ME3 that doesn't possible because enemy abilities are limited by their AI, the result of multiplayer orientation of ME3 I guess. I only able to add shields to some enemies like cerberus troopers and guardians. But they can't recharge shields because that also require script and I was failed in my tryings to do that. Actually it's possible to add Player's shields to enemies that recharge automatically, but that broke game balance, because with increasing difficulty player shields become weaker.


In ME2 situation is very different. Enemy weapons and abilities can be changed through editing pcc files BioP and BioD for each mission. Some of those files contains BioChar_Loadouts (Package) where you can change weapons, defence types and powers.

For an example: salarian soldiers now use sniper rifles and cloak in mission Dossier: Archangel.

Blue Suns elite soldier use concussive shot. This possible only if your Shepard is a Soldier, or if you have Garrus or Zaid in your squad. Thats because pcc file doesn't contain some things related to concussive shot, and you must bring this power with you.

Unfortunetly it seems some powers like biotic Pull or tech Freezing doesn't work with enemies. Also if you want add power to the enemy, pcc file must contain particles, materials, sounds etc for this power, or you must bring this power with your squad, like I did with the concussive shot.
